Within Malaysia, the Merdeka 118 Development is a textbook example of a polycentric city in the making, with the PNB 118 tower as the symbol of the newly redeveloped district underway in Kuala Lumpur. Overcoming the challenges of implementing over 10 million square feet of mega development occurring in multiple phases over long implementation timelines, required this mega project to have mega planning.
Using the Merdeka 118 Development as a case study, this presentation explores the level of master planning and mega planning that was undertaken for the development structure, highlighting factors such as the interrelated timing for master phasing of the major projects within the development (i.e. extensive infrastructure works, PNB 118 tower, Merdeka @ 118 retail mall, three residential towers, adaptive reuse of Stadium Negara), decision milestones needed with various stakeholders, multi-phase planning for major design packages, commercial strategies set forth across the development, tendering and procurement strategies, adaptable development guidelines (safety, quality, communication protocols, etc.) and the ongoing flexibility needed of the program to constantly align with client objectives and goals of the development.
With a forward-thinking developer, the mega planning and ongoing maintenance of the planning, is the common thread through all activities/aspects of the development organization and execution of the phases. The key factors and challenges of proper planning in the creation of a mixed-use project within a polycentric city, sited within the historic fabric of a rapidly-growing metropolis with strong cultural influences and future-forward aspirations, will be confirmed.
